Since 2001, Mr. Kottkamp has been of service to counties and municipalities as Hearing Examiner. Mr. Kottkamp is currently Hearing Examiner for the following counties: Chelan County, Douglas County, Grant County, Kittitas County, Klickitat County, Columbia County, Garfield County, and Whitman County.

Mr. Kottkamp is currently Hearing Examiner for the following municipalities: Wenatchee, East Wenatchee, Ellensburg, Leavenworth, Cashmere, Chelan, Entiat, Town of Coulee City, Grand Coulee, Mattawa, Kittitas, Quincy, Rock Island, Waterville, Kennewick, Pasco, and Walla Walla.

In addition, Mr. Kottkamp is the Hearing Examiner for the Chelan-Douglas Health District.
